New York City Department of Correction (DOC)
The New York City Department of Correction (DOC) is the municipal agency responsible for the custody, control, and care of individuals accused of crimes or convicted and sentenced to one year or less of jail time in New York City. Headquartered at the Bulova Corporate Center in East Elmhurst, Queens, the department manages a network of jail facilities, most notably the complex on Rikers Island. Known as ”New York’s Boldest,” the agency employs thousands of uniformed officers and civilian staff dedicated to maintaining a safe and secure environment for both staff and people in custody.
Facilities and Operations
While the headquarters handles administrative functions, recruitment, and constituent services, the primary operations occur at the detention facilities. The DOC oversees the admission and discharge of over 100,000 individuals annually. The agency provides a range of services to the incarcerated population, including medical care (via NYC Health + Hospitals), educational programs, and workforce development training to aid in rehabilitation and reentry into the community.
Visiting and Constituent Services
The Office of Constituent and Grievance Services (OCGS) acts as a bridge between the department and the public. Families and legal representatives can contact this office for information regarding bail, commissary, and location of inmates. Visiting a facility like Rikers Island requires strict adherence to scheduling and security protocols, including pre-registration and the use of specific transportation routes (such as the Q100 bus).
