Police Service Area 4 (PSA 4) is a specialized command within the New York City Police Department’s Housing Bureau. Located at 130 Avenue C (also known as Loisaida Avenue) in the Lower East Side, this unit is exclusively dedicated to patrolling and securing New York City Housing Authority (NYCHA) developments. PSA 4 covers a vast area that geographically overlaps with the 5th, 7th, 9th, and 10th Precincts in Manhattan. The command serves approximately 40,000 residents living in 23 different housing developments. Their mission differs slightly from a standard precinct; officers here are specially trained to address the unique needs of vertical patrols, landlord-tenant disputes within the NYCHA context, and community-based quality of life issues specific to public housing.
Community Engagement and Services
PSA 4 maintains a strong focus on community policing through its Neighborhood Safety Teams and Youth Coordination Officers. They work closely with Tenant Associations to identify safety concerns such as hallway loitering, elevator safety, and domestic disputes. The station operates 24 hours a day, providing a safe haven for residents to file police reports or seek assistance. The command also hosts a Community Council, which meets on the third Tuesday of each month at 6:00 PM, offering a forum for residents to voice concerns directly to the commanding officer.
Location and Access
The station house is situated in the Alpha House facility on Avenue C, near East 8th Street. Visitors should expect a police-grade security environment. While the lobby is open to the public for emergency assistance and report filing, access to administrative offices is restricted. The location is accessible via the M9, M14D, and M8 bus lines, which serve the Alphabet City neighborhood.
