NYPD Certificate of Conduct Unit
The Certificate of Conduct & Non-Criminal Fingerprint Section is a specialized unit of the New York City Police Department located at 1 Police Plaza in Lower Manhattan. This office is the only location in the five boroughs where individuals can obtain an official Certificate of Conduct (formerly known as a Good Conduct Certificate). This document serves as a criminal history background check specific to New York City and is often required for employment, international travel, adoption, or obtaining various licenses and permits.
Services and Requirements
The unit provides fingerprinting and criminal record searches for non-criminal purposes. Applicants must appear in person at Room 152-A. The process involves fingerprinting and photographing the applicant. A non-refundable fee (typically $50 for the certificate) applies, payable by money order, certified check, or credit/debit card (cardholder must be present). Personal checks are not accepted. The certificate itself is generally mailed to the applicant within 10 business days after the visit.
Appointment Policy
Strictly no walk-ins are accepted. All applicants must schedule an appointment online through the NYPD portal before visiting 1 Police Plaza. Visitors must bring valid identification (such as a passport, driver’s license, or IDNYC) and the required fee. The facility operates under high-security protocols; visitors will go through screening upon entering the police headquarters.
