Red Hook Community Justice Center Overview
The Red Hook Community Justice Center is a pioneering multi-jurisdictional community court located in the Red Hook neighborhood of Brooklyn. Launched in June 2000, it was the first court in the United States to house Criminal, Family, and Housing Court cases under a single roof, presided over by a single judge. This innovative model operates through a public-private partnership between the New York State Unified Court System, the City of New York, and the Center for Justice Innovation. Housed in the renovated former Visitation School at 88 Visitation Place, the center aims to solve neighborhood problems—such as drugs, crime, domestic violence, and landlord-tenant disputes—rather than simply processing cases. Its philosophy is grounded in restorative justice, emphasizing community restitution and offender rehabilitation over traditional incarceration.
Judicial Philosophy and Courtroom Design
The Justice Center challenges the traditional adversarial process. The courtroom itself is designed to be less intimidating than standard tribunals; the judge’s bench is positioned at eye level with the defendant to foster communication and respect. The court utilizes a ‘problem-solving’ approach, where the judge has a wide array of sanctions and services at their disposal. Instead of jail time for low-level offenses, defendants are often mandated to participate in drug treatment, mental health counseling, job training, or community service projects that directly benefit the Red Hook neighborhood. This ‘one judge, one family’ model ensures consistency, as the same judge hears all matters involving a particular defendant or family, allowing for a more holistic understanding of the underlying issues driving the legal involvement.
Specialized Services and Programs
Beyond its judicial functions, the center serves as a hub for community programs available to all residents, not just those with court cases.
- Housing Resource Center – Provides support for residents, particularly those in public housing (NYCHA), assisting with repair orders, rent arrears, and legal information to prevent eviction.
- Peacemaking Program – Adapted from Native American justice traditions, this program offers a non-adversarial forum where community members can resolve conflicts with the help of trained peacemakers, avoiding the formal court system entirely.
- Youth and Educational Programs – The center hosts the Red Hook Youth Court, where local teenagers are trained to serve as judges, jurors, and attorneys for their peers charged with minor offenses. Additionally, GED classes and vocational training are offered on-site.
Security and Visiting Information
Despite its community focus, the Red Hook Community Justice Center is an official operating court facility. All visitors must pass through strict security screening upon entry, including metal detectors and x-ray machines for bags. Weapons, pepper spray, and sharp objects are strictly prohibited. Mobile phones are generally permitted but must be silenced and put away inside the courtroom; taking photographs or recording video within the facility is forbidden without prior judicial authorization. The center is wheelchair accessible. Visitors should be aware that while the atmosphere is more informal than a downtown courthouse, respectful conduct and appropriate attire are required at all times.
