Environmental Regulation
The Bureau of Oil and Gas Planning and Program Management is a division of the Pennsylvania Department of Environmental Protection (DEP). Headquartered in the Rachel Carson State Office Building in downtown Harrisburg, this bureau is responsible for developing and implementing policies, regulations, and technical guidance regarding oil and gas exploration and production. The bureau plays a critical role in overseeing the state’s conventional and unconventional (Marcellus and Utica Shale) drilling industries to ensure the protection of public health, safety, and the environment.
Permitting and Compliance
This central office manages the statewide permitting processes for oil and gas wells. Staff here review applications, maintain data on well production, and oversee the plugging of abandoned wells. The bureau coordinates with regional DEP offices to enforce environmental laws and regulations. They also manage the registration of oil and gas operators and handle the bonding requirements necessary to conduct drilling operations in the Commonwealth. The bureau provides transparency through public reports on spud data, production figures, and waste management.
Public Resources
The Harrisburg office serves as a repository for oil and gas records. While many records are available online through the DEP’s e-filing systems and data tools, the office facilitates public access to physical files and maps upon request. They also manage the Oil and Gas Technical Advisory Board (TAB) and the Conventional Oil and Gas Advisory Committee (COGAC), which hold meetings to discuss technical regulations.

Located at 400 Market Street, the Rachel Carson State Office Building is a secure government facility. Visitors must enter through the main lobby and pass through security screening, including metal detectors and bag checks. Valid identification is required. The building is situated near the Harrisburg Transportation Center, making it easily accessible via train and bus. Paid parking is available in the adjacent Market Street Garage.
