Minority and Women Business Enterprise Support
The Equal Opportunity Review Commission (EORC) is a vital body within the City of Pittsburgh government, dedicated to ensuring fair and equitable opportunities in city contracting. Housed in the City-County Building, the Commission reviews and approves all applicable professional service and construction contracts to verify compliance with the city’s goals for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation.
- Contract Compliance: The EORC evaluates bid proposals to ensure contractors have made good faith efforts to include diverse businesses.
- Inclusion Plans: Monitoring workforce inclusion to ensure employment opportunities for minorities and women in city-funded projects.
- Policy Oversight: Developing and enforcing policies that prevent discrimination in the awarding of city contracts.
Commission Meetings
The EORC typically holds public meetings on the third Thursday of each month to review pending contracts and hear testimony. These meetings are an essential part of the city’s transparency and accountability mechanism. The staff works under the Department of Neighborhood Empowerment and Equal Opportunity. 🏙️📉🤝
Building Access
Visitors attending meetings or visiting the office must pass through security at the City-County Building entrances on Grant Street or Ross Street. This includes metal detectors and bag screening. Valid identification is required. It is recommended to contact the commission in advance if you wish to speak during a public comment period.
