Overview
Housing Authority of the City of Pittsburgh: Executive Office
The Executive Office of the Housing Authority of the City of Pittsburgh (HACP), located on the 9th floor of the John P. Robin Civic Building on Ross Street, serves as the administrative headquarters for the city’s primary public housing agency. HACP is a municipal corporation committed to providing safe, affordable, and decent housing for low-income residents, seniors, and persons with disabilities. Under the leadership of the Executive Director, this office oversees the strategic direction, policy implementation, and operational management of the Authority’s extensive portfolio of residential communities and voucher programs.
Core Missions and Programs
The Housing Authority operates with a mission to promote self-sufficiency and improve the quality of life for its residents. Key programs managed and overseen by the executive administration include:
- Public Housing: Management of traditional public housing communities throughout Pittsburgh, ensuring properties are well-maintained and safe for families and individuals.
- Housing Choice Voucher (Section 8): Administration of the voucher program that allows eligible low-income families to rent housing in the private market with rental assistance.
- Affordable Housing Development: Planning and executing development projects to create new affordable housing units and revitalize mixed-income communities.
- Resident Self-Sufficiency: Programs designed to assist residents in achieving economic independence through employment training, education, and homeownership opportunities.
Executive Leadership and Governance
The Executive Director reports to a Board of Commissioners appointed by the Mayor of Pittsburgh. The Executive Office is responsible for ensuring the Authority remains in compliance with U.S. Department of Housing and Urban Development (HUD) regulations. This includes financial stewardship, annual planning (such as the Moving to Work Annual Plan), and fostering partnerships with city agencies and community organizations.
Location and Contact
The Executive Office is situated at 200 Ross Street. While the HACP has expanded operations to other locations, including the payment center on the Boulevard of the Allies, this Ross Street office has historically served as the seat of executive leadership. Visitors generally require an appointment for meetings with executive staff. The office is accessible via downtown public transit routes and is located near other key city government buildings.
