The Pittsburgh Office of Film and Event Management (OFEM), formerly known as the Office of Special Events, is the central regulatory body for all public events and commercial filming activities within the City of Pittsburgh. Located in the City-County Building, this office serves as the gateway for organizations, community groups, and production companies looking to utilize public spaces for festivals, parades, block parties, and movie productions.
Permit Types and Responsibilities
The OFEM manages a comprehensive permitting process to ensure public safety and minimize disruption. Key services include:
- Special Event Permits: Required for parades, marathons, concerts, and festivals that use city streets, parks, or plazas. The office coordinates with Police, Fire, and EMS to ensure proper safety measures are in place.
- Block Party Permits: Allows residents to close a residential street for a neighborhood gathering. These are typically restricted to weekends and holidays.
- Film Permits: Manages requests for commercial filming, including feature films, television series, and commercials, often involving street closures or parking reservations.
- First Amendment Activity: Coordinates logistics for protests, rallies, and demonstrations to ensure safety while protecting free speech rights.
City Celebrations
Beyond permitting, this office is responsible for planning and executing the city’s signature civic celebrations. This includes the Independence Day Fireworks at Point State Park, the Great Race, and the annual Gingerbread House Competition during the holiday season. They work closely with the Department of Public Works and CitiParks to bring these community traditions to life.
