The Pittsburgh Office of Municipal Investigations (OMI) is the independent unit responsible for investigating allegations of misconduct against employees of the City of Pittsburgh. Located within the City-County Building, OMI provides a neutral forum for citizens to file complaints regarding the conduct of Police Officers, Firefighters, Paramedics, and other municipal staff. The office ensures that all city employees are held accountable to city policies and the law through fair, thorough, and impartial fact-finding processes.
- Complaint Investigation: Receives and investigates reports of civil rights violations, excessive force, harassment, and unbecoming conduct.
- Background Checks: Conducts pre-employment background screenings for public safety candidates.
- Fact-Finding: OMI acts solely as an investigative body and submits findings to department directors for disciplinary action.
Jurisdiction and Access
OMI investigates complaints involving City of Pittsburgh employees only. It does not have jurisdiction over independent authorities such as the Parking Authority, Housing Authority, or Water and Sewer Authority. Citizens can file complaints in person, by mail, by phone, or online. The office is located on the 9th floor of the City-County Building, which requires visitors to pass through security screening.
