The Court Population Control Coordinator is a specialized administrative function within the Allegheny County Pretrial Services department. Operating primarily out of the Grant Building and the Courthouse complex, this unit acts as a liaison between the judiciary, the Allegheny County Jail, and probation services. Its primary mission is to manage the inmate population to ensure compliance with court-ordered caps and to facilitate the efficient processing of defendants through the criminal justice system.
- Jail Population Management: Monitors inmate counts and identifies individuals eligible for release, transfer, or alternative housing to prevent overcrowding.
- Bail Review: Works closely with the Bail Investigative Unit to review cases where defendants may be eligible for bond reduction or non-monetary release conditions.
- Electronic Monitoring Coordination: Facilitates the transition of qualifying inmates from the jail to home confinement or electronic monitoring programs.
Systemic Role
This office plays a crucial role in maintaining the balance between public safety and the constitutional rights of defendants. By coordinating with the Criminal Division judges and the Warden, the Population Control Coordinator ensures that the jail operates within safe capacity limits while expediting the release of low-risk offenders. The unit also assists in processing paperwork for transfers to state correctional institutions and other jurisdictions.
