Empowering Individuals with Visual Impairments
The Pittsburgh District Office of the Bureau of Blindness and Visual Services (BBVS) is a specialized agency within the Pennsylvania Department of Labor and Industry. Located in downtown Pittsburgh on Penn Avenue, this office serves residents across Southwestern Pennsylvania, including Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Washington, and Westmoreland counties. The bureau’s primary mission is to assist Pennsylvanians who are blind or visually impaired in gaining the skills and resources necessary to live and work independently in their communities. Vocational Rehabilitation (VR)
A core function of the BBVS is the Vocational Rehabilitation program, designed to help individuals with visual disabilities prepare for, secure, and retain employment. Vocational Rehabilitation Counselors work one-on-one with clients to develop an Individualized Plan for Employment (IPE). Services may include job placement assistance, career counseling, vocational training, and the provision of assistive technology such as screen readers or magnification software. The bureau also supports the Randolph-Sheppard Business Enterprise Program (BEP), which trains and licenses individuals who are blind to operate vending facilities and cafeterias, promoting entrepreneurial independence.
Independent Living and Specialized Services
Beyond employment, BBVS offers robust support for daily living through its Independent Living program. Rehabilitation teachers provide instruction on performing household tasks, personal care, and communications skills using adaptive techniques. Orientation and Mobility (O&M) specialists offer training on safe travel using white canes or other mobility aids. The office also houses the Specialized Services for Children program, ensuring that youth with visual impairments receive advocacy, educational support, and developmental resources to reach their full potential.
Access and Outreach
The Pittsburgh District Office serves as a regional hub, but staff frequently conduct outreach and can arrange to meet clients in their communities or homes when necessary. As a state government facility, the office adheres to strict privacy standards and nondiscrimination policies. Services are generally eligibility-based, focusing on visual acuity and functional limitations.
