Kent County’s Center of Justice
The Kent County Superior Court is the primary trial court of general jurisdiction for Warwick, West Warwick, Coventry, East Greenwich, and West Greenwich. Housed within the Philip W. Noel Judicial Complex on Quaker Lane, this court shares the facility with the Family Court and District Court, serving as a centralized legal hub for the region. The Superior Court handles the most serious criminal cases (felonies) and major civil litigation where the amount in controversy exceeds $10,000. It is also the forum for both jury and non-jury trials, as well as appeals from local municipal courts. The court plays a pivotal role in the administration of justice, ensuring fair proceedings for defendants and litigants in a secure, modern facility.
Security and Facility Access
As a major judicial complex, the Noel Judicial Complex enforces strict security protocols comparable to airport screening. All visitors must pass through metal detectors and have their bags x-rayed by Capitol Police upon entry. Prohibited items include weapons of any kind (firearms, knives, pepper spray), tools, sharp objects, and glass containers. While cellphones are generally permitted in the building, their use is strictly prohibited inside courtrooms and they must be silenced. Visitors should be prepared to present valid photo identification. The facility features a multi-level parking garage which provides free parking for jurors, attorneys, and the public, connected to the courthouse by a covered walkway.
Court Operations and Services
The Superior Court Clerk’s Office is located on the second floor and serves as the administrative engine of the court. Here, attorneys and self-represented litigants can file motions, pay court fees, and access public case records. The court manages a diverse docket that includes zoning appeals, equity matters, and gun control cases. For those summoned for jury duty, the complex has a dedicated jury assembly room. The building is fully accessible to individuals with disabilities, featuring elevators and ADA-compliant restrooms throughout all floors.
