Kent County Justice Center
The Philip W. Noel Judicial Complex is the primary courthouse serving Kent County, Rhode Island. Located at 222 Quaker Lane, this modern facility opened in 2006 and was named in honor of former Governor Philip W. Noel. It houses three major state courts: the Kent County Superior Court, the Family Court, and the District Court (3rd Division). The complex is designed to provide a secure and accessible environment for legal proceedings, featuring a multi-story parking garage and advanced security systems.
Court Services
As a multi-jurisdictional facility, the complex handles a wide array of legal matters:
- Superior Court: Adjudicates felony criminal cases, civil lawsuits seeking damages over $10,000, and equity matters.
- District Court (3rd Division): Presides over misdemeanor criminal offenses, small claims disputes (up to $2,500), and landlord-tenant cases.
- Family Court: Specialized jurisdiction over domestic relations, including divorce, child custody, adoptions, and juvenile delinquency.
Security and Visitor Policy
All visitors entering the Noel Judicial Complex must pass through security screening, which includes metal detectors and X-ray machines for bags. Weapons, sharp objects (including knitting needles), and food or beverages are strictly prohibited. While cell phones are generally permitted in the building, they must be silenced and cannot be used in courtrooms. Taking photographs or recording video is strictly forbidden within the courthouse.
Parking and Accessibility
The facility is well-equipped for public access. A free multi-level parking garage is attached to the courthouse, providing ample space for visitors and jurors. The building is fully wheelchair accessible, with elevators and ADA-compliant restrooms. Public transportation is available via RIPTA Route 29, which stops directly on Quaker Lane in front of the complex.
