Third Division District Court
The Third Division District Court, located within the Noel Judicial Complex in Warwick, Rhode Island, serves as the primary court of limited jurisdiction for Kent County. This includes the cities of Warwick and Cranston, as well as the towns of Coventry, East Greenwich, West Warwick, and others. The court handles a high volume of cases, often referred to as ”the People’s Court,” managing criminal misdemeanors, small claims, and various civil disputes.
Legal Jurisdiction and Services
The District Court’s authority covers a wide range of legal matters:
- Criminal Cases: Adjudicates misdemeanors (crimes punishable by up to one year in prison or fines up to $1,000) and conducts arraignments for felony charges.
- Civil Matters: Handles civil lawsuits where the amount in controversy is up to $5,000 (exclusive jurisdiction) or between $5,000 and $10,000 (concurrent with Superior Court).
- Small Claims: specific division for resolving disputes involving $5,000 or less, such as contract disagreements or retail sales issues.
- Specialized Calendars: Operates the Veterans Treatment Calendar and Mental Health Treatment Calendar to assist defendants with specific needs.
Security and Visit Information
Visitors to the Noel Judicial Complex must pass through security screening, including metal detectors and x-ray bag checks. Weapons, sharp objects, and pepper spray are strictly prohibited. While cell phones are permitted in the building, they must be silenced and are generally prohibited from use inside courtrooms. Proper courtroom attire is required; hats, tank tops, and shorts are not permitted.

The courthouse is situated at 222 Quaker Lane (Route 2), near the intersection with Route 117. It is accessible via RIPTA bus service and offers ample parking in the adjacent garage. The facility is fully wheelchair accessible.
