Overview
Authority Overview and Operations
The Bridgeport Water Pollution Control Authority (WPCA) is the municipal entity responsible for managing the city’s wastewater infrastructure. The facility located at 205 Bostwick Avenue is the West Side Wastewater Treatment Plant, one of two major treatment facilities in the city (the other being on the East Side). The WPCA’s primary mission is to collect and treat sewage to federal and state environmental standards before discharging the treated water into the Long Island Sound. This specific location serves as an operational hub for the treatment process, housing engineering staff, treatment operators, and maintenance crews who oversee the vast network of sewer lines and pump stations throughout Bridgeport.
Emergencies and Reporting
Residents experiencing a sewer backup, overflowing manhole, or strong sewage odors should contact the WPCA immediately. The Authority maintains a 24-hour emergency response capability to address critical failures in the public sewer main. It is vital for homeowners to determine if a blockage is in their private lateral line (for which they are responsible) or the city’s main line. The WPCA staff at this facility can assist in making that determination. For general inquiries regarding sewer use fees or billing disputes, residents are often better served by contacting the administrative offices at City Hall rather than visiting the treatment plant directly.
Permits and Billing
While the physical plant handles the dirty work, the administrative side involves sewer use billing and connection permits. Sewer use bills are typically issued by the Tax Collector’s office. However, developers and contractors often interact with the WPCA Engineering division (which may have offices here or at City Hall) to obtain Sewer Connection Permits or to review site plans for new construction. Septic haulers and industrial users subject to pretreatment regulations also coordinate directly with plant operations at this site. Visitors should verify the correct location for their specific administrative need before traveling to Bostwick Avenue, as it is primarily an industrial site.
Location and Access
The West Side plant is located in an industrial zone south of I-95, near the border with Fairfield. Access to the facility is restricted due to safety and security regulations governing critical infrastructure. The entrance at 205 Bostwick Avenue is gated. Visitors with official business, such as contractors or vendors, must identify themselves at the gate or security checkpoint. Safety gear (PPE) may be required in operational areas. The location is not designed for general public walk-ins; it is a heavy industrial facility with large tanker trucks and machinery frequently entering and exiting.
- Emergency: Call for sewer backups or odors.
- Not for Bill Pay: Pay sewer bills at City Hall or online.
- Restricted Area: This is an active treatment plant; public access is limited.
- Contractors: Contact Engineering for connection permits.
