Overview
Municipal Operations Management
The Office of the Chief Administrative Officer (CAO) serves as the operational backbone of the City of Bridgeport’s government. Located within the Margaret E. Morton Government Center, this department acts as the primary liaison between the Mayor and the heads of various city departments. The CAO is responsible for the day-to-day management of city services, ensuring that mayoral policies are implemented effectively and that public services are delivered efficiently to residents. The office oversees a wide range of critical functions, including Public Facilities, Health and Social Services, and the Police and Fire Departments, coordinating their efforts to meet the city’s strategic goals.
Margaret E. Morton Government Center
The CAO operates out of the Margaret E. Morton Government Center at 999 Broad Street, a central hub for municipal services in downtown Bridgeport. This facility houses numerous city agencies, including the Tax Collector, Vital Statistics, and the Civil Service Commission. Visitors to the CAO’s office often come to discuss interdepartmental issues or seek resolution for complex municipal problems that span multiple agencies. As a secure government building, visitors must pass through security screening upon entry, which includes metal detectors and bag checks. Valid photo identification is generally required to access the upper floors where administrative offices are located.
Strategic Initiatives and Oversight
Beyond daily management, the CAO plays a pivotal role in driving the city’s long-term strategic initiatives. This includes monitoring department performance, managing large-scale municipal contracts, and overseeing the implementation of operational improvements. The office works closely with the Office of Policy and Management (OPM) to ensure fiscal responsibility and transparency in city operations. Whether addressing constituent concerns or managing emergency response protocols, the Chief Administrative Officer ensures that the machinery of city government runs smoothly.
