Agency Mission
The Connecticut Office of Early Childhood (OEC) is a state agency dedicated to helping all young children in Connecticut—from birth to age five—safe, healthy, and eager to learn. Located at 450 Columbus Boulevard in downtown Hartford, the OEC consolidates early childhood programs and services under one roof to better serve families, child care providers, and educators. The agency collaborates with families and communities to build a cohesive system of support that promotes child development and school readiness.
Licensing and Safety
One of the OEC’s primary regulatory functions is the Division of Licensing. This division ensures that child care facilities meet strict health and safety standards. Services include:
- Child Care Centers and Group Homes: Inspecting and licensing facilities to ensure compliance with state regulations regarding staffing, safety, and curriculum.
- Family Child Care Homes: Licensing individuals who provide care in their private residences.
- Youth Camps: Overseeing the licensing and safety operations of seasonal day and overnight camps.
- Background Checks: Conducting comprehensive background checks for all staff members working in licensed child care settings.
Family Support Programs
The OEC administers several critical programs designed to support families financially and developmentally:
- Care 4 Kids: A subsidy program that helps low-to-moderate income families pay for child care costs.
- Birth to Three System: Providing early intervention services for infants and toddlers with developmental delays or disabilities.
- Home Visiting: Offering support to new parents through home visits that provide guidance on child development and parenting skills.
Visiting the Office
The OEC is located in a large state government complex on Columbus Boulevard. Visitors should note that the building has strict security protocols, including ID checks and security screening. While many services, such as license renewals and subsidy applications, can be completed via the online portal, the office maintains staff to assist with complex inquiries. The building is easily accessible via the CTtransit Columbus Boulevard Connector shuttle and is within walking distance of other downtown transit hubs.
