Office of Labor Relations: Managing the City’s Workforce
The Office of Labor Relations (OLR), located in Boston City Hall, serves as the primary representative for the Mayor and the City of Boston in all matters concerning labor-management relations. This critical department acts as the bridge between the municipal government and its workforce, ensuring that public services are delivered efficiently while maintaining fair and productive relationships with city employees. The office is responsible for negotiating and administering collective bargaining agreements with approximately 21 different bargaining units, covering over 7,500 city employees across various departments, including police, fire, and civilian staff.
Collective Bargaining and Negotiations
One of the office’s main functions is leading contract negotiations. The OLR team works to establish wages, hours, and working conditions that are fiscally responsible for the city while respecting the rights of workers. These complex negotiations involve drafting memoranda of agreement (MOAs), analyzing economic data, and ensuring compliance with Massachusetts General Laws (Chapter 150E) regarding public employee bargaining.
Dispute Resolution and Arbitration
The Office of Labor Relations handles the resolution of workplace disputes through the grievance and arbitration process. When disagreements arise regarding the interpretation or application of a union contract, OLR attorneys represent the city in hearings before arbitrators and the Massachusetts Department of Labor Relations. Their goal is to resolve issues fairly and consistently, preventing costly litigation and workplace disruptions. They also defend the city against charges of unfair labor practices.
Advisory and Training Services
Beyond negotiations and litigation, the OLR acts as a strategic advisor to city department heads and managers. The office provides guidance on contract interpretation, employee discipline, and personnel policies. They also offer training programs for supervisors to ensure they understand their obligations under labor contracts and employment laws, fostering a professional and compliant work environment.
Location and Access
The Office of Labor Relations is housed in Room 624 of Boston City Hall. As an internal administrative department, it primarily interacts with union representatives, city managers, and legal counsel rather than the general public. However, for those with official business, access is through the main City Hall entrances, which are subject to security screening. The office operates during standard city business hours, Monday through Friday.
