Board Overview and Mission
Regulatory Authority
The Board of Registration of Cosmetology and Barbering is a vital state agency operating under the Massachusetts Division of Occupational Licensure (DOL). Headquartered at 1 Federal Street in Boston’s Financial District, the Board’s primary mandate is to protect the health, safety, and welfare of the public by regulating the cosmetology, barbering, and electrology industries. It ensures that all practitioners and establishments adhere to strict sanitary and professional standards mandated by state laws and regulations. The Board has the authority to issue licenses, conduct inspections, investigate consumer complaints, and take disciplinary action against those who violate compliance standards. This oversight covers a wide range of professions, including cosmetologists, barbers, aestheticians, manicurists, and electrologists, as well as the salons, unexpected shops, and schools where these services are performed or taught 💇♂️.
Licensing and Services
The Board manages the licensure for tens of thousands of professionals across the Commonwealth. Individual Licensing: Candidates must pass both written and practical examinations to demonstrate their competency before receiving a license. The Board oversees the renewal process for these licenses, which typically occurs on a biennial basis (every two years) around the professional’s birthday. Establishment Licensing: Any business offering cosmetology or barbering services, including salons, spas, and barber shops, must hold a valid Shop License. This license must be conspicuously displayed within the establishment. Education: The Board also regulates the curriculum and operation of cosmetology and barbering schools, ensuring that students receive the necessary training to enter the workforce safely and competently.
- Cosmetology & Barbering: Licensing for hair stylists, barbers, and salon owners.
- Aesthetics & Manicuring: Regulation of skin care specialists and nail technicians.
- Electrology: Oversight of permanent hair removal services and safety protocols.
- Instructors: Certification for educators in licensed vocational schools.
- Shop & School Licenses: Permitting for physical business locations and educational facilities.
Compliance and Inspections
A critical function of the Board is its inspection program. Investigators from the Division of Occupational Licensure conduct unannounced inspections of salons and barber shops to verify compliance with sanitation codes. They check for proper sterilization of tools, cleanliness of the facility, and the validity of all employee licenses. If a consumer experiences a service that resulted in injury, infection, or was performed by an unlicensed individual, they are encouraged to file a formal complaint with the Board. The Board reviews these complaints and can impose fines, revoke licenses, or mandate additional training for violators. This rigorous enforcement mechanism is designed to maintain high public confidence in the personal care industry.
Location and Visiting
The Board’s administrative offices are located at 1 Federal Street, Suite 600. This is a modern high-rise building in downtown Boston. Visitors should be aware that this is a secure office building; a photo ID is required to check in at the lobby security desk before proceeding to the elevators. While many transactions, such as license renewals and address changes, are now handled efficiently through the state’s ePLACE online portal, the physical office handles administrative hearings and specific board meetings. Public transport is the best way to reach this location, as it is steps away from Downtown Crossing (Red/Orange Lines) and South Station (Red/Silver Lines). Parking in the Financial District is extremely expensive and limited to commercial garages.
