The Massachusetts Board of Library Commissioners (MBLC), located at 90 Canal Street in Boston, is the agency of state government responsible for organizing, developing, coordinating, and improving library services throughout the Commonwealth. Established in 1890, it holds the distinction of being the first state library commission in the United States. The MBLC is governed by nine commissioners appointed by the Governor and is dedicated to ensuring that all residents have full and equal access to library information resources, regardless of their location or economic status. The agency does not operate a public library itself but rather empowers local libraries through funding, advice, and technical assistance.
Grants and State Aid
A primary function of the MBLC is the administration of the State Aid to Public Libraries program, which provides annual financial support to municipalities that meet specific library service standards. The Board also oversees the Massachusetts Public Library Construction Program (MPLCP), helping communities build and renovate library facilities. Additionally, the MBLC manages federal funds from the Institute of Museum and Library Services (IMLS) through the Library Services and Technology Act (LSTA), awarding grants for innovative programs, technology upgrades, and preservation projects.
Library Networks and Resources
The MBLC supports the statewide automated resource sharing networks, allowing residents to borrow materials from libraries across the state. It also provides specialized services for the blind and physically handicapped. While the Boston office is an administrative hub for library professionals and trustees, it serves as the central nervous system for the state’s vast library infrastructure, ensuring that Massachusetts remains a leader in library services.
