Massachusetts Office for Victim Assistance: Empowering Survivors
The Massachusetts Office for Victim Assistance (MOVA) is an independent state agency dedicated to upholding the rights of crime victims and witnesses in the Commonwealth. Established in 1984 alongside the Massachusetts Victim Bill of Rights (Chapter 258B), MOVA operates under the guidance of the Victim and Witness Assistance Board. The agency’s mission is to ensure that all victims of crime—regardless of the nature of the offense or their background—have access to equitable, trauma-informed services and are treated with dignity and respect throughout the criminal justice process.
Victim Rights and Advocacy
MOVA serves as the central coordinating body for victim services in the state. It does not prosecute cases but rather focuses on policy development and advocacy. One of its flagship initiatives is the SAFEPLAN program, which provides certified advocates in district and probate courts to assist victims of domestic violence, sexual assault, and stalking. These advocates help survivors navigate the complex legal system, assisting with safety planning and the process of obtaining restraining orders.
Grant Administration and Compensation
The office manages the distribution of millions of dollars in federal and state funding, including the Victims of Crime Act (VOCA) grants. These funds support a vast network of community-based programs, from rape crisis centers to homicide bereavement groups. Additionally, MOVA oversees the Victim Compensation Program, which provides financial reimbursement to eligible victims of violent crime for out-of-pocket expenses such as medical and dental bills, mental health counseling, funeral costs, and lost wages.
The Garden of Peace
MOVA is also responsible for the maintenance and administration of the Garden of Peace, a poignant memorial located at 100 Cambridge Street. This public garden honors victims of homicide and serves as a place of reflection and healing for families and the community. It stands as a permanent symbol of the human cost of violence and the resilience of survivors.
Accessing MOVA
The agency’s main administrative office is located on the 11th Floor of the McCormack Building (1 Ashburton Place). Visitors should be aware that this is a secure government facility requiring security screening (metal detectors, bag checks) and photo identification for entry. While the office handles administrative functions and policy work, individuals seeking immediate crisis intervention are often referred to local service providers funded by the agency.
