Overview
Worcester Purchasing Division
The Worcester Purchasing Division, located within City Hall, functions as the central procurement authority for the City of Worcester. Operating under the Department of Administration and Finance, this office ensures that all municipal purchases—from office supplies to major construction contracts—are conducted fairly, transparently, and in compliance with Massachusetts General Laws (M.G.L. Chapter 30B, 149, and 149A). The division’s primary mission is to obtain the best value for public funds while fostering open competition among vendors. It manages the entire bidding process, including the issuance of Invitations for Bids (IFBs) and Requests for Proposals (RFPs) for city departments and Worcester Public Schools.
Bids and Opportunities
The Purchasing Division is the starting point for businesses wishing to work with the city. It publishes open solicitations for goods, services, and public works projects. Vendors can register online to receive notifications about upcoming opportunities. The office oversees:
- Construction Bids: Managing contracts for building renovations, road repairs, and infrastructure projects.
- Goods and Services: Procuring everything from fleet vehicles to consulting services.
- Surplus Auctions: Disposing of obsolete city property and vehicles through public auctions.
Vendor Relations
To promote equal opportunity, the division encourages participation from minority-owned and women-owned business enterprises (M/WBE). The staff provides guidance to potential suppliers on how to navigate the municipal procurement process and complete necessary vendor registration forms. All sealed bids must be submitted directly to this office by the specified deadline, where they are publicly opened and recorded. The division also maintains a strict "no gift" policy to uphold the integrity of the procurement system.
