The Albany County Finance Division, located in the historic Albany County Office Building on State Street, serves as the chief fiscal office for the county. This department is responsible for the receipt, custody, and investment of all county funds. For the general public, it is the primary point of contact for resolving delinquent property tax issues and obtaining essential residency documents for education.
- Certificate of Residence: One of the most common public services is issuing Certificates of Residence for students attending community colleges (like Hudson Valley Community College) to receive reduced tuition rates. Students can apply in person at Room 117 (Lobby Level) or via the online portal.
- Delinquent Taxes: The division collects delinquent real property taxes for the county. They manage installment payment agreements for eligible taxpayers trying to avoid foreclosure.
- Bail and Trust: The office acts as the depository for court and trust funds, including the refunding of bail money once a court order is issued.
- Occupancy Tax: They administer the collection of the Hotel/Motel Occupancy Tax which supports the local convention and visitors bureau.
Office Access
The main administrative office is located in Room 1340, but student residency services are handled on the first floor for easier access. The building is situated near the State Capitol. Visitors should be aware that while the county collects delinquent taxes, current tax bills are typically handled by local town or city receivers until they become overdue.
