Licensure and Regulation
The Pennsylvania State Board of Nursing, operating under the Bureau of Professional and Occupational Affairs (BPOA), is the regulatory body responsible for safeguarding the health and safety of citizens by overseeing the nursing profession. Located at the DGS Annex Complex on North 7th Street, the Board manages the licensure of Registered Nurses (RNs), Licensed Practical Nurses (LPNs), Certified Registered Nurse Practitioners (CRNPs), Clinical Nurse Specialists (CNS), and Dietitian-Nutritionists. It establishes the scope of practice, sets educational standards for nursing programs, and ensures that all licensees meet the rigorous qualifications required to practice in the Commonwealth.
PALS and Application Services
Modern operations are heavily centralized through the Pennsylvania Licensing System (PALS), an online portal where professionals apply for initial licensure, renew existing credentials, and upload necessary documentation. The Board has transitioned away from paper applications to improve efficiency. For new graduates, the Board coordinates with the National Council of State Boards of Nursing (NCSBN) to administer the NCLEX examinations. The Harrisburg office primarily functions as an administrative hub for processing these applications, verifying credentials for reciprocity, and handling inquiries regarding the Nurse Licensure Compact (NLC), which allows PA nurses to practice in other compact states.
Discipline and Public Protection
A critical function of the Board is the investigation and adjudication of complaints against licensees. If a nurse is suspected of unprofessional conduct, negligence, substance abuse, or violating the Professional Nursing Law, the Board has the authority to suspend or revoke licenses and impose civil penalties. These disciplinary actions are matters of public record and can be searched online. The Board acts as a quasi-judicial body during hearings to review evidence and determine appropriate sanctions to protect the public interest.
