Empowerment and Advocacy
The Dauphin County Victim/Witness Assistance Program (VWAP) is a dedicated agency designed to support individuals who have been victims of crime or are called to serve as witnesses in criminal proceedings. While they maintain a presence at the Dauphin County Courthouse for court-related activities, their administrative offices provide a safe environment for victims to receive counseling and guidance. The program operates independently as a non-profit but works in close coordination with the District Attorney’s Office to ensure that the rights of victims, as outlined in the Pennsylvania Crime Victims Act, are upheld throughout the criminal justice process. Their services are free of charge and confidential.
Court Accompaniment and Notification
Navigating the legal system can be traumatizing for victims of crime. VWAP provides court accompaniment, where a trained advocate sits with the victim during hearings, trials, and sentencings to provide emotional support and explain legal procedures. The program also manages a notification system to keep victims informed about the status of their case, including the arrest of the defendant, bail conditions, scheduled court dates, and the final disposition of the case. They also assist with enrollment in SAVIN (Statewide Automated Victim Information and Notification) for alerts regarding offender custody status and release.
Compensation and Restitution
One of the critical services offered is assistance with filing claims for the Victims Compensation Assistance Program (VCAP). This state fund can help reimburse victims for out-of-pocket expenses resulting from the crime, such as medical bills, counseling fees, lost wages, and funeral costs. Additionally, advocates help victims complete Victim Impact Statements, allowing them to inform the judge of the physical, emotional, and financial effects of the crime prior to sentencing. The program also assists in requesting restitution from the offender as part of the court order.
Safety and Intimidation Protection
Safety is a paramount concern. The program provides crisis intervention and helps victims develop safety plans. If a victim or witness is threatened or intimidated by a defendant or their associates, VWAP coordinates with law enforcement and the District Attorney to address the issue immediately. They maintain a separate waiting area in the courthouse to prevent contact between victims and defendants. The agency serves all victims regardless of race, gender, or background, and offers specialized support for cases involving domestic violence, sexual assault, and homicide.
