Laboratory Functions
The PennDOT Materials Testing Lab, officially known as the Bureau of Construction and Materials Laboratory, is the scientific hub for Pennsylvania’s transportation infrastructure. Located on Lab Lane in Harrisburg, this facility is responsible for the rigorous testing and qualification of materials used in state road and bridge projects. From concrete and asphalt to aggregates and soils, the lab ensures that all construction materials meet the strict safety and durability standards outlined in PennDOT’s Publication 408. The facility plays a critical role in quality assurance, preventing infrastructure failures and extending the lifespan of the Commonwealth’s transportation network.

Facility Access
The Materials Testing Lab is a specialized technical facility located off Elmerton Avenue. Access is generally restricted to authorized personnel, contractors, and vendors delivering samples. It is not a standard office for public walk-in services like driver licensing. Visitors must report to the main reception area and are subject to security screening. The lab operates closely with construction project managers and engineering districts across the state to provide timely data for active projects.
