About the Department
The Pennsylvania Department of Agriculture, headquartered in Harrisburg, is the state agency responsible for overseeing the agricultural industry, ensuring food safety, and protecting animal and plant health. Established in 1895, the department encourages the development and success of the state’s agriculture industry, which is a major economic driver for the Commonwealth. The headquarters is located adjacent to the historic Pennsylvania Farm Show Complex and Expo Center.
Licensing and Inspections
One of the primary public-facing functions of this office is regulatory compliance and licensing. The department oversees a wide range of certifications required for businesses and individuals, including:
- Dog Licenses: Overseeing the Bureau of Dog Law Enforcement to ensure proper licensing and kennel inspections.
- Food Safety: Inspecting restaurants, grocery stores, and food processors to maintain health standards.
- Pesticide Applicators: Licensing for commercial and public pesticide application.
- Plant & Animal Health: Monitoring for invasive species like the Spotted Lanternfly and managing livestock disease programs.
Farmland Preservation
The department manages the nation-leading Farmland Preservation Program. Farmers and landowners interested in preserving their land for agricultural use in perpetuity can contact the Bureau of Farmland Preservation here for guidance on easements and grants. This initiative ensures that Pennsylvania’s prime soil remains available for future generations of farmers.
Laboratory Services
The Harrisburg complex houses sophisticated laboratories that test food samples, diagnose animal diseases, and analyze soil and water quality. While these labs primarily serve regulatory and diagnostic purposes, they are a critical component of the state’s biosecurity and consumer protection infrastructure.
Visiting the Department
The building is located on North Cameron Street. Visitors looking to drop off samples or file paperwork should be prepared for security screening. It is highly recommended to check the specific bureau’s hours or make an appointment, as many services, such as license renewals, can now be completed through the online PA PowerPort portal.
