Overview
Fostering Economic Growth
The Pennsylvania Department of Community and Economic Development (DCED) is the state’s primary agency for fostering economic growth and community development. Headquartered in the Commonwealth Keystone Building on North Street, the agency’s mission is to encourage the shared prosperity of all Pennsylvanians by supporting good stewardship of communities, businesses, and the environment. The DCED provides strategic technical assistance, training, and financial resources to help communities and industries flourish. It serves as a critical partner for local governments, businesses, and non-profit organizations seeking to improve the economic climate of the Commonwealth.
Grants and Loans
A significant portion of the DCED’s work involves the administration of state and federal grant and loan programs. These include funding for small business start-ups, tourism promotion, community revitalization, and infrastructure improvements. The Governor’s Action Team, which recruits new businesses to Pennsylvania and helps existing companies expand, often coordinates through this department. The agency also houses the PA Business One-Stop Shop, a resource designed to guide entrepreneurs through the complexities of registering and operating a business in the state.
Location and Accessibility
The office is located on the 4th floor of the Commonwealth Keystone Building, situated within the State Capitol Complex. This location places it near other vital state agencies and the Capitol building itself. The facility is fully accessible to individuals with disabilities, featuring elevators, ramps, and ADA-compliant restrooms. Visitors should be aware that paid parking is available in the nearby garages, but finding on-street parking can be challenging during peak business hours.
Visitor Information
As a state government facility, the Keystone Building requires visitors to pass through security checkpoints. Photo identification is typically required for entry to the upper floors where the DCED offices are located. While some information is available in the lobby, most specific business regarding grants, loans, or detailed consultations requires a scheduled appointment with the appropriate program officer. The department offers extensive online resources to reduce the need for in-person visits.
