About Pennsylvania Liquor Control Board
The Pennsylvania Liquor Control Board (PLCB) is headquartered in the Northwest Office Building at 910 Capitol Street within the Harrisburg Capitol Complex. Established in 1933 following the repeal of Prohibition, the PLCB is an independent state agency responsible for regulating the sale of distilled spirits and wines in the Commonwealth. The agency manages the system of Fine Wine & Good Spirits stores, issues licenses to private establishments, and promotes responsible alcohol education.
Licensing and Regulation
From this administrative headquarters, the PLCB oversees the licensing process for thousands of businesses, including restaurants, bars, hotels, and distributors. Services handled by the central office include:
- License Issuance: Processing applications for retail and wholesale alcohol permits.
- Legal Compliance: Ensuring licensees adhere to the Pennsylvania Liquor Code.
- Brand Registration: Managing the approval of products for sale within the state.
Visiting the Northwest Office Building
The PLCB headquarters is located in a secure government facility. Visitors must enter through the main lobby and undergo security screening, which includes metal detectors and bag inspections. Valid photo identification is required to receive a visitor’s pass. While most licensing transactions are now conducted via the PLCB+ online system, the office remains the administrative hub for the agency.
Parking and Access
Located near the State Capitol, the building is accessible via metered street parking on Capitol and Forster Streets. Several public parking garages are within walking distance. Public transportation is available, with multiple bus routes serving the Capitol Complex area.
