Overview
Pennsylvania Parole Board
Independent Review and Public Safety
The Pennsylvania Parole Board (formerly the Board of Probation and Parole) is an independent state agency headquartered on South Front Street in Harrisburg. This body holds the exclusive authority to grant or deny parole to offenders sentenced to state correctional institutions. The Board’s mission is to promote public safety by making impartial, evidence-based decisions that balance the rehabilitation of the offender with the protection of the community and the rights of victims. Composed of board members appointed by the Governor, the agency reviews thousands of cases annually, conducting interviews and risk assessments to determine if an inmate is ready for release under supervision.
Supervision and Reentry
Once parole is granted, the Board works in tandem with the Department of Corrections to oversee the offender’s reentry into society. While the field supervision agents are now often integrated with the Department of Corrections, the Parole Board retains the authority to revoke parole if conditions are violated. The headquarters in Harrisburg houses the administrative staff that manages the docketing of cases, victim services, and the recording of official board actions. They also oversee the Statewide Sex Offender Supervision Unit and coordinate with county probation departments to ensure consistent standards across the Commonwealth.
Victim Services and Public Access
The Board places a high priority on the input of crime victims. The Office of Victim Advocate works closely with the Board to ensure that victims are notified of parole hearings and have the opportunity to provide testimony regarding the impact of the crime. The South Front Street facility is an administrative office; it is not a prison, and inmates are not housed here. Visitors are typically attorneys, victim advocates, or family members attending specific administrative hearings or meetings. Strict security measures are in place, including metal detectors and ID checks. The building is located along the riverfront, accessible via public transit and with limited on-site parking.
