The Bureau of Liquor Control Enforcement (BLCE) is a specialized division of the Pennsylvania State Police responsible for enforcing the Commonwealth’s Liquor Code. Headquartered on Vartan Way in Harrisburg, this agency operates independently of the Pennsylvania Liquor Control Board (PLCB), focusing strictly on the investigatory and enforcement aspects of alcohol regulation. The bureau’s officers are sworn law enforcement personnel who investigate allegations of illegal activities at licensed establishments, such as selling alcohol to minors, serving visibly intoxicated patrons, and operating after legal hours. They also target unlicensed "speakeasies" and conduct raids to confiscate illegal alcohol and gambling devices.

Compliance and Gambling

In addition to alcohol laws, the BLCE contains the Compliance, Auditing, and Gambling Enforcement Unit. This division is tasked with ensuring that liquor licensees adhere to the complex administrative regulations governing their operations. They conduct routine audits and inspections of records to detect financial irregularities. A significant part of their mandate involves the enforcement of the Small Games of Chance Act and the oversight of video gambling devices to ensure they are not being used for illegal gambling purposes in bars and clubs. The bureau works closely with municipal police departments and district attorneys to prosecute violators.

The Harrisburg office serves as the central administrative hub for the bureau’s nine district offices across the state. It manages the toll-free complaint hotline, allowing citizens to anonymously report underage drinking parties, nuisance bars, and other liquor law violations. The facility is an administrative office and does not sell alcohol or handle the issuance of liquor licenses, which is the purview of the PLCB.
