The Environmental Hearing Board, located in the Rachel Carson State Office Building, serves as the independent, quasi-judicial agency for the Commonwealth of Pennsylvania. It acts as the trial court for environmental disputes, hearing appeals regarding orders, permits, licenses, and decisions issued by the Department of Environmental Protection (DEP). The Board is composed of five judges appointed by the Governor and confirmed by the Senate, ensuring a fair and impartial review process for industries, municipalities, and citizens affected by environmental regulations.

Legal Proceedings
The Harrisburg office serves as the central filing point and administrative headquarters for the Board. While hearings are conducted similarly to non-jury civil trials, the Board specializes strictly in environmental law. Decisions made by the EHB can be appealed to the Commonwealth Court of Pennsylvania.
