Vermont Natural Resources Board
The Vermont Natural Resources Board (NRB) is an independent state agency located in Montpelier, responsible for the administration of Act 250, Vermont’s landmark land use and development law. The Board’s primary mission is to balance environmental protection with sustainable development, ensuring that major projects respect the state’s ecological, social, and aesthetic resources. The NRB oversees the nine District Environmental Commissions that review permit applications across the state.
Act 250 Administration
- Permitting: The Board manages the application process for Act 250 permits, which are required for certain subdivisions and commercial developments. They evaluate projects based on 10 criteria, including impacts on water quality, traffic, schools, and historic sites.
- Appeals and Enforcement: While the Environmental Division of the Superior Court hears appeals, the NRB participates in litigation to defend permit decisions and ensure uniform application of the law. They also investigate violations of Act 250.
- Jurisdictional Opinions: The Board’s district coordinators issue opinions on whether specific projects require an Act 250 permit, providing guidance to landowners and developers.
Public Access and Services
The NRB office at 10 Baldwin Street serves as the administrative hub. However, the Board operates primarily through appointments and electronic filings. The Act 250 Database is available online for the public to view permit applications and decisions. Visitors wishing to meet with staff regarding specific projects or compliance issues are strongly encouraged to schedule an appointment in advance.
