The Vermont Consumer Assistance Program (CAP) is the primary consumer protection service for the State of Vermont, operating as a partnership between the Vermont Attorney General’s Office and the University of Vermont (UVM). Located in the historic Pavilion Building in Montpelier, CAP provides a free and accessible resource for Vermont residents to resolve disputes, report fraud, and navigate the marketplace. Established in 1981, the program combines legal expertise with community service to protect Vermonters from unfair and deceptive business practices.

- Mediation Service: CAP offers a voluntary letter-mediation process to help consumers and businesses reach mutually acceptable resolutions to disputes involving goods and services.

Policies and Access
The CAP office is located at 109 State Street. As it shares the building with the Governor’s Office, visitors must undergo airport-style security screening, including metal detectors and bag checks. A valid government-issued photo ID is required. While walk-ins are accepted, appointments are recommended to ensure staff availability. The program does not provide private legal representation but works to ensure a fair marketplace for all. Most services, including filing complaints, can be completed entirely online or by phone.
