VTrans Program Development Division
The Program Development Division is a major operational arm of the Vermont Agency of Transportation (VTrans), headquartered in the National Life Building in Montpelier. This division is responsible for the planning, design, permitting, and construction of the state’s transportation infrastructure. It serves as the engineering engine of VTrans, overseeing capital improvement projects that include roadways, bridges, bicycle and pedestrian paths, and safety enhancements across Vermont.
Key Bureaus and Functions
- Highway Division: Managing the design and engineering of state highway projects, paving programs, and roadway reconstruction.
- Structures and Hydraulics: Inspecting and designing bridges, culverts, and retaining walls to ensure structural integrity and flood resilience.
- Environmental Permitting: Ensuring all transportation projects comply with state and federal environmental regulations, including Act 250 and NEPA.
- Right of Way: Managing property acquisitions and land rights necessary for transportation projects.
- Construction: Overseeing active construction sites, managing contractors, and ensuring quality control on infrastructure projects.
Office Location and Access
The division operates out of the National Life Drive complex (Davis Building). As a state government administrative office, it is not a walk-in center for general public services like DMV transactions. Visits are typically by appointment for vendors, contractors, or specific project inquiries. The facility is secure, requiring visitors to check in at the front desk and present valid identification.
