About the Executive Office of Health and Human Services
The Executive Office of Health and Human Services (EOHHS) is the largest secretariat in the Commonwealth of Massachusetts. Headquartered in the John W. McCormack Building, EOHHS oversees and coordinates the state’s health and human service agencies, including MassHealth (Medicaid), the Department of Public Health (DPH), and the Department of Children and Families (DCF). Its primary mission is to promote the health, resilience, and independence of the state’s residents, directly serving nearly one in every three people in Massachusetts.
Key Departments and Services
EOHHS acts as the umbrella organization for 11 operational agencies. Its responsibilities include:
- MassHealth: Administering Medicaid and the Children’s Health Insurance Program (CHIP).
- Public Health: Managing disease prevention, wellness promotion, and environmental health through the DPH.
- Social Services: Oversignt of agencies dedicated to disability services, elder affairs, veterans’ services, and transitional assistance (DTA).
- Policy and Budget: Managing a significant portion of the state budget to ensure efficient service delivery and healthcare access.

The EOHHS main office is located at 1 Ashburton Place (McCormack Building). Visitors should be aware of the following building policies:
- Security Screening: All visitors must pass through metal detectors and x-ray screening for bags upon entry.
- Identification: A valid photo ID is required to check in at the security desk.
- Prohibited Items: Weapons, sharp objects, and potential hazards are strictly prohibited.
Accessibility and Transport
Located on Beacon Hill near the State House, the office is highly accessible via public transportation. It is a short walk from Park Street, Government Center, and Bowdoin stations. Paid parking is available in nearby commercial garages, but public transit is strongly recommended due to traffic and limited street parking.
