Operational Services Division: Streamlining State Procurement
The Operational Services Division (OSD), located at 1 Ashburton Place, is the central procurement agency for the Commonwealth of Massachusetts. Within its broad mandate, the Purchased Services unit plays a critical role in overseeing the acquisition and management of human and social services. This division ensures that taxpayer dollars are spent efficiently while maintaining high standards of care for the state’s most vulnerable populations. It serves as the oversight body for the ”Purchase of Service” (POS) system, which governs how state agencies contract with private non-profit providers for essential social services.
Human and Social Services Procurement
The Purchased Services unit is responsible for setting the regulatory framework (808 CMR 1.00) for the procurement of social services. This includes determining pricing and rate setting for special education programs, foster care, and other social service contracts. The division works to ensure that rates are fair, reasonable, and adequate to meet the needs of consumers. They conduct financial reviews and compliance audits of provider organizations to ensure fiscal accountability.
COMMBUYS and Statewide Contracts
OSD manages COMMBUYS, the Commonwealth’s state-of-the-art electronic market center. Through this platform, the division administers over 100 Statewide Contracts that generate billions in reliable commerce. These contracts allow state agencies, municipalities, and eligible non-profits to purchase goods and services—from office supplies to complex consulting—at leveraged volume prices, saving significant time and money for the public sector.
Special Education Pricing
A specialized function within the division is the Special Education Pricing unit. This team is authorized to set tuition rates for approved private special education schools that serve publicly funded students. By analyzing cost reports and budget data, they ensure that the tuition rates reflect the actual cost of providing necessary educational services to students with disabilities.
Visiting the Division
The Operational Services Division is headquartered on the 10th Floor (Room 1017) of the McCormack Building. As a secure state facility, visitors must pass through security screening (metal detectors and bag checks) and present valid identification at the lobby. While the office handles administrative oversight, most interactions with vendors and the public occur via the COMMBUYS portal or through scheduled training sessions and webinars.
