Building Safety and Inspections
The Code Administration Division, often referred to as the Building Department, is located at 37 Green Street in the City Hall complex annex. This office is the primary stop for homeowners, contractors, and developers planning construction projects within the City of Concord. The division is responsible for enforcing the International Building Code (IBC), International Residential Code (IRC), and other life safety regulations to ensure the built environment is safe for occupancy.
- Permits and Plans: Staff review construction documents and issue permits for building, electrical, plumbing, mechanical work, and sign installation. They also handle demolition permits.
- Inspections: City inspectors conduct on-site verifications at various stages of construction, from foundation pours to final occupancy, ensuring compliance with approved plans.
- Health and Licensing: Uniquely, this division also houses the Health Officer functions. They license and inspect food service establishments, verify sanitary conditions, and manage rental housing standards.
- Code Enforcement: The office investigates complaints regarding property maintenance, zoning violations (though zoning administration has recently shifted), and unpermitted work.
Services and Hours
The Code Administration office operates Monday through Friday, opening at 7:30 AM to accommodate the early schedules of contractors. While some simple permits can be issued over the counter, complex projects require plan review periods. The city has recently implemented an online Citizen Self Service (CSS) portal, allowing applicants to apply for permits and schedule inspections remotely, reducing the need for in-person visits.
