Commercial Interstate Registration
The Concord IRP office, located within the James H. Hayes Building at the Department of Safety headquarters, specializes in the International Registration Plan (IRP). This program allows commercial vehicles traveling in two or more member jurisdictions (U.S. states and Canadian provinces) to register in their base jurisdiction and pay apportioned fees based on the distance traveled in each area. This office is distinct from the general DMV counters and specifically serves the trucking and logistics industry.
- Apportioned Registration: Process new accounts, renewals, and fleet additions for vehicles over 26,000 lbs gross weight or those with 3+ axles.
- Trip Permits: Issuance of temporary trip permits for carriers who do not have IRP registration but need to travel through New Hampshire or other jurisdictions.
- Audit and Compliance: Ensures carriers maintain accurate mileage records and comply with IRP and IFTA (International Fuel Tax Agreement) regulations.
Office Access and Procedures
The IRP office is located at 33 Hazen Drive, Room 106A. Unlike standard driver licensing, IRP transactions often require specific documentation regarding corporate status, vehicle weight, and mileage history. While walk-ins are accepted, the complex nature of these registrations often makes appointments or preliminary contact advisable. The office adheres to strict operating hours, opening slightly later and closing earlier than the main DMV lobby.
