Unlike the police department, which issues moving violations, the PVB specifically handles non-moving infractions such as overtime parking, alternate-side parking violations, red light camera citations, and school zone speed camera tickets. The Bureau operates under the authority of the City Treasurer and provides a mechanism for motorists to pay fines or contest tickets they believe were issued in error. It is important to note that this office does not issue the tickets themselves—that is the function of the Albany Police Department and the Albany Parking Authority—but strictly manages the administrative disposition of those tickets.

The Bureau emphasizes timely payment to avoid escalating penalties; tickets unpaid after 20 days incur significant late fees. For those unable to visit in person, the city offers an online Citizen Self-Service portal to view ticket histories and make payments using major credit cards. Motorists with accumulating fines are at risk of having their vehicle registration suspended or being placed on the ‘boot list’ until all outstanding debts to the city are settled.
