The Bureau of Career and Technical Education (BCTE) is a specialized division within the Pennsylvania Department of Education. Headquartered in the 333 Market Street tower, the Bureau is responsible for the administration and oversight of career and technical education (CTE) programs across the Commonwealth. Its mission is to ensure that students in Pennsylvania have access to high-quality technical training that aligns with current workforce needs. The Bureau manages the approval of CTE programs in high schools and dedicated Career and Technology Centers (CTCs), ensuring they meet rigorous academic and industry standards.
Programs and Funding
The BCTE plays a critical role in distributing and monitoring federal and state funding, including the Perkins V grant, which supports the improvement of technical education. The office maintains the Classification of Instructional Programs (CIP) codes, which categorize the various technical courses offered throughout the state. Additionally, the Bureau administers the SOAR (Students Occupationally and Academically Ready) program, which facilitates the transfer of credits from secondary CTE programs to postsecondary institutions, creating a seamless pathway for students entering skilled professions.
Teacher Certification and Support
Beyond student programs, the Bureau supports educators through professional development and certification guidelines for vocational teachers. Staff at the Harrisburg office work closely with school administrators to implement state regulations and improve program quality. While this office is primarily administrative and does not offer direct classes to students on-site, it serves as the central hub for policy-making and technical assistance for educators and industry partners.

The Department of Education building is a secure state facility. Visitors must enter through the main lobby on Market Street and undergo security screening. A valid government-issued ID is required to receive a visitor badge. The location is situated directly across from the Harrisburg Transportation Center, offering convenient access via train and bus services. Public parking is available in the adjacent Chestnut Street Garage.
