About the Center City District
The Center City District (CCD) is a business improvement district and a special-purpose municipal authority serving the central business district of Philadelphia. Authorized by the Commonwealth of Pennsylvania’s Municipality Authorities Act, the CCD works to ensure Center City is clean, safe, and attractive. It supplements basic city services by providing sidewalk cleaning, graffiti removal, and public safety patrols. The organization is perhaps most visible through its uniformed Community Service Representatives (CSRs), easily recognized by their teal uniforms, who provide information and assistance to the public.
Parks and Public Spaces
Beyond street services, the CCD is responsible for the renovation, management, and programming of several high-profile public spaces. These include:
- Dilworth Park: The major plaza on the west side of City Hall featuring fountains, a winter ice rink, and a café.
- Sister Cities Park: A family-friendly green space on the Benjamin Franklin Parkway.
- Cret Park: A landscaped plaza on the Parkway.
- John F. Collins Park: A quiet pocket park nestled in the commercial district.
Administrative Functions
From its headquarters on South Broad Street, the CCD manages assessments on commercial properties which fund its operations. The office handles Right-to-Know requests, billing inquiries for property owners, and the coordination of marketing campaigns like Restaurant Week. The CCD also partners with the police and social service agencies to conduct homeless outreach programs.
Visit and Contact Information
The administrative office is located in the Land Title Building. While the parks are open to the public, the office itself is primarily for business operations.
