Philadelphia Civil Service Commission
The Philadelphia Civil Service Commission constitutes an independent, quasi-judicial appellate tribunal within the city government. Located on the 16th floor of the Municipal Services Building (MSB) at 1401 John F. Kennedy Boulevard, the Commission is tasked with upholding the integrity of the City’s merit-based employment system. It advises the Mayor and the Director of Human Resources on personnel administration and ensures that city employment actions adhere to established laws and principles.
Key Functions and Jurisdiction
The Commission primarily operates as an appellate body for City employees. Its core responsibilities include:
- Employee Appeals: Hearing cases regarding disciplinary actions such as dismissals, demotions, and suspensions of more than ten days. It also reviews appeals concerning layoffs, denial of leave, and performance reports.
- Regulatory Oversight: Reviewing and ruling on proposed amendments to the Civil Service Regulations and changes to the City’s Classification and Pay Plans.
- Exemptions: Adjudicating requests for exemptions from civil service requirements and waivers of residency requirements for city employees.
Public Hearings and Administration
The Commission conducts fact-finding public hearings to resolve disputes. While it does not investigate claims independently, it issues formal written decisions based on evidence presented during hearings. The Commission also oversees the Office of Human Resources‘ administration of the civil service system to attract and retain a qualified workforce.
Visitor Information and Security
Access to the Civil Service Commission requires entering the Municipal Services Building, which is a secure government facility. All visitors must undergo security screening, including metal detectors and bag checks. Government-issued photo identification is required for entry to the upper floors. While some filings can be made by mail or fax, those attending hearings or visiting the office should expect strict security protocols. Weapons, pepper spray, and sharp objects are prohibited.
