The Taxpayer Advocate Service (TAS) is an independent organization within the Internal Revenue Service (IRS) dedicated to helping taxpayers who are experiencing financial difficulties, who are seeking help in resolving tax problems that have not been resolved through normal channels, or who believe an IRS system or procedure is not working as it should. The Philadelphia office provides free, confidential service to protect taxpayer rights and ensure fair treatment.

Facility and Access

The Philadelphia TAS office is located at 2970 Market Street (Cira Square), which is a major IRS campus housed in the historic former Main Post Office building. This is a federal facility with strict security protocols. Visitors must enter through the designated visitor entrance and undergo security screening, including metal detectors and bag checks. Valid government-issued photo identification is required for entry. While the office maintains business hours, it is strongly recommended to call ahead or file Form 911 to initiate a case before visiting, as many services are handled via phone or mail.

The building is exceptionally well-connected, situated directly next to the 30th Street Station, Philadelphia’s primary transit hub.
