Overview
About the Citizens Police Oversight Commission
The Citizens Police Oversight Commission (CPOC) is an independent civilian oversight agency in Philadelphia, established to enhance the transparency and accountability of the Philadelphia Police Department (PPD). Replacing the former Police Advisory Commission (PAC), the CPOC was created by city ordinance in 2021 to provide a robust, impartial mechanism for reviewing police conduct. The commission is empowered to investigate citizen complaints, monitor internal police investigations, and analyze PPD policies and practices to ensure they align with constitutional standards and community values.
Core Functions and Powers
The commission holds broad authority to oversee police operations. Its primary responsibilities include:
- Independent Investigations: Conducting unbiased investigations into allegations of police misconduct and use of force.
- Complaint Intake: Serving as a safe, neutral venue for citizens to file complaints against officers without needing to go to a police station.
- Policy Analysis: Reviewing and recommending changes to PPD directives, training protocols, and procedural rules.
- Auditing: Evaluating the quality and fairness of the PPD’s internal affairs investigations.
- Mediation: Facilitating dialogue between community members and police officers to resolve non-disciplinary disputes.
Public Meetings and Engagement
The CPOC is committed to community involvement and holds regular public meetings where citizens can voice concerns, ask questions, and receive updates on policing trends. The commission prepares detailed reports on its findings and the status of police discipline in the city. Staff members also attend community events to educate the public on their rights and the complaint process.
Filing a Complaint
Residents can file complaints in person, by mail, or online. The commission ensures that all grievances are documented and forwarded to the appropriate investigative body, while monitoring the process to ensure a timely and fair outcome. The CPOC also accepts commendations for officers who have performed exemplary service. 🏛️👮♂️⚖️📝🔍🏙️🗣️

Officer Jason Sanchez was remarkable today helping me redirect my car after making a wrong turn. He realized I was unfamiliar with the intersection and redirected me toward my destination. Officer Sanchez was calming and very helpful. Not many young officers take the time to help senior citizens, but Officer Sanchez did and he needs to be recognized.
PS. After thanking him, he wished me safe travels and refused to take a tip I wanted to give him for lunch.
Sincerely,
Janet Lorenc
