Overview
Philadelphia OTIS Overview
The Office of Transportation, Infrastructure, and Sustainability (OTIS) is the strategic planning and coordinating agency for Philadelphia’s built environment. Located in the Municipal Services Building (MSB), OTIS leads a portfolio that includes the Streets Department, the Philadelphia Water Department, and the Office of Sustainability 🏙️. Its primary mission is to drive change through the city’s infrastructure systems, ensuring they are safe, equitable, and sustainable for all residents. OTIS is the driving force behind major initiatives like Vision Zero (eliminating traffic fatalities) and the Indego bike-share program.
Key Initiatives and Programs
- Vision Zero: A citywide strategy to eliminate traffic-related deaths and severe injuries by redesigning streets and changing policies 🛑.
- Complete Streets: Ensures that city roads are designed for everyone—pedestrians, cyclists, transit riders, and motorists—not just cars.
- Indego Bike Share: Oversees the city’s public bicycle sharing system, expanding access to affordable transportation.
- Transit First: Collaborates with SEPTA to improve bus speeds and reliability through dedicated lanes and signal prioritization.
- Infrastructure Coordination: Manages complex projects involving state and federal partners (like PennDOT) to modernize highways and bridges.
Security and Access
OTIS is housed within the Municipal Services Building, a secure government facility. Visitors must enter through the main lobby and pass through airport-style security screening, including metal detectors and bag checks. 🆔 Valid photo identification is required to obtain a visitor pass. 🚫 Prohibited Items: Weapons, sharp objects, and pepper spray are strictly banned. While the building is open to the public, meetings with OTIS staff in Suite 1430 are typically by appointment only.
Location and Transit
The MSB is located at 1401 John F. Kennedy Blvd, directly across from City Hall and Love Park. It is a major transit hub, sitting above the underground concourse that connects Suburban Station (Regional Rail) with the Broad Street Line and Market-Frankford Line 🚇.
