PHDC Overview
The Philadelphia Housing Development Corporation (PHDC) is the city’s full-service community development organization. Founded in 1965, it operates as a non-profit entity that works in close partnership with the City of Philadelphia to foster community improvements 🏙️. PHDC’s primary mission is to preserve Philadelphia’s housing stock, manage vacant land, and create affordable housing opportunities. It serves as the operational arm for many of the city’s housing initiatives, administering programs that help residents remain in their homes and helping developers build new affordable units.
Key Programs and Services
- Basic Systems Repair Program (BSRP): Provides free emergency repairs for electrical, plumbing, heating, and roofing issues for eligible low-income homeowners 🔧.
- Adaptive Modifications Program (AMP): Helps individuals with permanent physical disabilities live more independently by installing lifts, ramps, and accessible bathrooms.
- Turn The Key: An initiative to create affordable homeownership opportunities on city-owned land for working families.
- Land Management: Collaborates with the Philadelphia Land Bank and Redevelopment Authority to return vacant and tax-delinquent properties to productive use.
- Philly First Home: Offers down payment and closing cost assistance to first-time homebuyers.
Location and Access
PHDC is headquartered on the 17th floor of 1234 Market Street (the SEPTA headquarters building). As this is a corporate office building, visitors must check in at the security desk in the lobby. 🆔 Valid photo identification is required to enter the building. Visits for program applications are often managed through the ‘One Philly Front Door’ centralized intake system, and appointments are strongly recommended for in-person inquiries. The location is extremely accessible, sitting directly atop the 13th Street Station for subways and trolleys.
