Mission and Operations
The Philadelphia Office of Emergency Management (OEM) is the city’s lead agency for disaster planning, response, and recovery. Operating under the Managing Director’s Office, the OEM is headquartered at 240 Spring Garden Street, co-located with the Fire Administration Building. Its primary mission is to ensure that Philadelphia is prepared for any crisis, from natural disasters like hurricanes and blizzards to large-scale accidents or terrorist incidents. The office maintains the Emergency Operations Center (EOC), a command hub where representatives from various city, state, and federal agencies convene to coordinate resources during major events. Additionally, the OEM operates the Regional Integration Center (RIC), a 24/7 watch command that monitors the city for potential threats and coordinates immediate information sharing among first responders.
ReadyPhiladelphia and Public Alerts
A critical service provided by this office is ReadyPhiladelphia, the city’s mass notification system. Residents are strongly encouraged to sign up for these alerts to receive real-time updates via text or email regarding severe weather, transit interruptions, and police activity. The OEM also manages the city’s Hazard Mitigation Plan, identifying long-term risks to the region and developing strategies to reduce their impact. While the office is administrative, it plays a very public role during emergencies, often issuing shelter-in-place orders or evacuation routes. They also conduct regular community workshops to teach residents how to build ”Go-Bags” and prepare family emergency plans.
Security and Access
As a critical infrastructure facility housing both Fire Department administration and emergency command systems, security at 240 Spring Garden Street is extremely strict. The building is not a general public walk-in facility for casual inquiries; most public interactions, such as workshops, are held at community centers or online. For those with official business or scheduled appointments at the OEM, a valid government-issued photo ID is mandatory for entry. All visitors must pass through security screening, including metal detectors and bag inspections. Unauthorized weapons are strictly prohibited. Media personnel typically congregate outside during active EOC activations for press briefings.
Location and Transit
The OEM headquarters is located in the Northern Liberties/Old City border area, making it highly accessible via public transit. The Spring Garden Station on the Market-Frankford Line (MFL) is just two blocks away at Front Street. Several SEPTA bus routes serve the immediate vicinity, including Route 43 (which runs along Spring Garden Street) and Route 57 (which runs north-south on nearby 3rd and 4th Streets). For those driving, the location offers easy access to I-95 and Columbus Boulevard, though on-site parking is reserved for city vehicles. Metered street parking is available in the surrounding neighborhood, but availability can be limited during business hours.
