About the Compulsory Arbitration Center
The Court of Common Pleas Arbitration Center is a specialized division within the First Judicial District of Pennsylvania. It manages the Compulsory Arbitration Program, a mandatory system for civil cases where the amount in controversy is $50,000 or less (excluding claims involving title to real estate or equitable relief). This system is designed to expedite the resolution of smaller civil claims, relieving the caseload of the major trial division. The center is located in the 1880 John F. Kennedy Boulevard building, distinct from City Hall, offering a dedicated space for these proceedings.
The Arbitration Process
Unlike traditional trials presided over by a judge, arbitration hearings are conducted by a panel of three certified attorneys who serve as arbitrators. These hearings are generally less formal than a jury trial but follow specific procedural rules. The panel hears evidence and arguments before rendering an award. A key feature of this system is the right to a Trial De Novo: if any party is dissatisfied with the arbitrators’ award, they have the right to appeal the decision and request a fresh trial before a judge or jury in the Court of Common Pleas, provided the appeal is filed within the statutory time limit.
