About the Civil Division
The Philadelphia Municipal Court – Civil Division serves as a critical component of the First Judicial District of Pennsylvania, providing a venue for the resolution of civil disputes within Philadelphia County. Often referred to as the People’s Court, this division is designed to be accessible to litigants with or without legal representation. - Code Enforcement: Actions brought by the City of Philadelphia for violations of the Philadelphia Code, with a jurisdiction limit of $15,000 for real estate and school tax cases, and $12,500 for other municipal debts.
Court Procedures and Filing
Litigants initiating a case must file a complaint with the Civil Division. While attorneys are permitted, the court’s procedures are streamlined to allow individuals to represent themselves (pro se). Plaintiffs must pay filing fees, which vary based on the type of case and the amount in controversy. Following a hearing, if a judgment is entered, parties have the right to appeal to the Court of Common Pleas for a trial de novo (a new trial). The division also offers resources for mediation and dispute resolution to help parties reach agreements outside of a formal trial setting.
